The town of Pinamalayan in Oriental Mindoro frequently experiences brownouts—so often that it has been dubbed the “capital of brownouts.” The power interruptions affect residents throughout Pinamalayan, including those living in upland and mountainous areas with limited access to electricity. They struggle to perform daily tasks, especially when it gets too dark.
